Kitty Friend, M.S., R.D., C.D., N.H.A., Q.M.R.P., SMQT Certified, Clinical and Educational Consultant of Boyer and Associates, LLC has more than 35 years of professional experience. Her areas of expertise include the long term care and the acute care arenas, state and federal compliance regulations, informal dispute resolution, and statewide training for both providers and surveyors on dietary issues. Prior to joining Boyer and Associates, Kitty was the only Public Health Nutritionist from the Division of Quality Assurance. Her duties entailed training both the acute care and the long term care regulatory surveyors, the respective providers. She was the lead WI contact for skilled nursing homes,(SNFs) critical access hospitals(CAHs), rural clinics(RHCs), outpatient physical therapy & speech pathology services(OPTs), comprehensive outpatient rehabilitation facilities(CORFs), ambulatory surgical centers(ASCs) and facilities for the developmentally disabled(FDDs). In addition, Kitty was the Regional Operations Field Director for the largest region in the state. She was responsible for over 12,500 residents care and 110 nursing homes and carried over 60% of the state workload. Her duties included training a staff, surveyors and clerical support members, issuing SODs, scheduling surveys, assisting providers through plans of corrections, closing buildings and compliance issues. Also, with the Department of Health Services, Kitty was an Employment Relations Specialist, in which she negotiated union contracts, facilitated 2nd & 3rd step grievances and represented management in 4th step grievances or arbitrations. Kitty was a Nursing Home Administrator for challenging buildings. She was able to increase Med A reimbursement, census and significantly reduce regulatory citations in each of her buildings. In two buildings, she successfully relocated over 200 residents working closely with the respective counties. She has a B.S. Degree in Dietetics from the University of Stevens Point, a Masters Degree in Food Administration from Mt. Mary College, and her nursing home administration from the University of Madison Extension. She has a certification of SMQT (Surveyor Minimum Qualification Test) in 1997.
